Over 200 PDM SACCO Leaders Trained on Fund Disbursement and Repayment in Kwania District

By Joshua Olomo.
More than 200 leaders of Parish Development Model (PDM) SACCOs in Kwania District have undergone training on the disbursement and repayment procedures of the project funds.
The training, organized by the Kwania District Local Government on Monday, brought together parish chiefs, three SACCO leaders from each of the 49 parishes, agricultural extension staff, Community Development Officers (CDOs), and Community Development Facilitators.
These facilitators will be responsible for educating community members on PDM fund recovery and identifying implementation challenges at the grassroots level.
Speaking at the engagement meeting held at Kwania District Council Hall, the Deputy Chief Administrative Officer (CAO), Robert Okwanga, urged participants to ensure the successful implementation of the PDM.
Beatrice Akoli Adupa, the District Community Development Officer, raised concerns over the persistent negative mindset towards government wealth creation initiatives.
She cited past programs such as Emyooga, the Youth Livelihood Programme (YLP), the Uganda Women Entrepreneurship Programme (UWEP), and even the PDM, where funds have sometimes been misused or diverted from their intended purpose.
The district’s Principal Commercial Officer and PDM Focal Point Person, Katherine Akello, noted that the training was designed to equip implementers with the necessary knowledge to ensure effective recovery of PDM funds. The funds were officially launched in Kwania District in 2022.
Meanwhile, Isaac Mweru Hirya, the Assistant Resident District Commissioner (RDC) of Kwania, called on all trained leaders to put their knowledge into practice.
He urged beneficiaries of the PDM funds to start repayments within a year so that the revolving fund can benefit more households across the district.
