Lira City.
The embattled secretary to the Lira district land board Francis Okello Olwa has spoken for the first about his arrest saying his actions were premised on instructions from the CAO based on an emergency.
Okello Olwa who is also acting on two positions including, district information officer and clerk to council was arrested Thursday evening by the police on allegations of smuggling land related documents in his personal car in the wee hours of the night.
Speaking to Voice of Lango in an exclusive interview Friday afternoon Okello Olwa says he received an emergency call from the Chief Administrative Officer Ben Otim Ogwete directing him to immediately transfer all vital documents from the land board office to the main district administration block.
According to him, following the security meeting which was attended by RDC,DISO and CAO,there was intelligence report that some unscrupulous people wanted to break into the district land board office and pick all important documents.
It was against this background that the CAO directed him to transfer all documents and computers to the main district chambers to guarantee its safety according to Okello.
During the transfer of documents, the secretary to the district land board says he was escorted by three armed police men as witness deployed by DPC and that the surveillance camara mounted at the district headquarters was also on to capture everything taking place.
He adds that besides the Thursday incident, the land board offices is also too weak and has since been condemed which necessitated the transfer of the documents to a safe place.
But the Resident City Commissioner of Lira Lawrence Emmy Egole told Voice of Lango that the motive of Okello Olwa was sinister and they had also got intelligence that some officials wanted to torch the building into ashes and later blame the city authourities for it.
