The LCV councilor of Itek Sub County in Lira district has rejected the explanation of the district leaders over the delay in the approval of the 2022-2023 budget.
Denis Owera while speaking to Voice of Lango said the district leadership is hiding behind the ongoing transition from integrated financial management system to Human capital management system and yet they have just failed to prepare the draft budget on time due to their weakness.
Owera expressed fear that the government may reduce the funding from the central government to Lira district as a punishment for the failure of the district leaders to manage the budget.
He said this can also cause the central government to take over the leadership of the district since it is clearly showing that there is a lot of incompetency among the political and technical leadership
According to the district speaker Morris Adem, the delay in the laying and approval of the budget was caused by the ongoing transition from integrated financial management system to Human capital management system initiated by the ministry of finance, not the fault of the district.
However Owera denied the same saying the transition could not cause the delay. He said the chairman LCV and the district speaker should resign since this has proved their incompetency.
