Lira City West Division Town Clerk under fire over alleged incompetence

Lira City Town Clerk has cautioned the Town clerk of Lira City West Division over incompetence that is affecting service delivery in the division.
In his letter to the Town Clerk of Lira City West Division, Komakech Emmanuel dated 20th/09/2023, Lira city town clerk Theophilas Tibihika cited revenue collection at the Bus Park, whose collection has been going on despite President Yoweri Museveni stopping the same.
Tibihika also accused Komakech of low revenue collection in Lira City East division.
Tibihika said on 17th/4/23, he wrote to Komakech to collect at least 90% of revenue for this financial year, but the latter has remained adamant.
An audit report of Lira city dated 19th/08/2023 shows that Lira city west division in 2021/2022 financial year collected 407 million shillings, of which 20% (81.4 million shillings) was supposed to be used for payment of councilors’ allowances but the division town clerk instead used 190 million shillings.
Theophilus has now tasked Komakech to recover this money.
Komakech is also accused of misallocating Discretionary Development Equalization Grant-DDEG to a different account.
However, Komakech declined to comment on the matter, saying he is yet to respond to Tibihika’s letter.
During the Wednesday council meeting of Lira city held at Community Hall, the chairperson finance committee Julius Peter Ocare Dyangcal in the report of Lira City West division said revenue collection at the Bus Park is illegal, adding that they have failed to establish what the revenue was being used for.
