Delay by Lira district to pass 2023/2024 draft budget blamed on MOF

Lira district has denied reports linking their delay to present a draft budget of the 2023/2024 financial year budget on poor leadership and delay by Ministry of Finance to send the Indicative Planning Figures

The local government act Section 77, sub section 6 requires the draft budget to be laid by 1st /04 for scrutiny by different committees.

The vice chairman of Lira district, Bonny Omara attributes the delay in presenting the budget on delay by ministry of finance to send the Indicative Planning Figures-IPF for financial year 2023-2024.

Omara attributes this to the challenges in the new Human Capital Management system Lira district.

Lira district speaker, Moris Adem Okello said he found out from the office of the district planner that they were already sent and the budget is being formulated by different departments for presentation before council.

But the councilor of Itek Sub County to Lira district Denis Owera says the delay to table the draft budget is due to poor leadership at Lira district local government right from the district chairman down to the speaker.
