Council of Owitong impeaches speaker Benson Dila, Deputy Oyuku Anthony

The Council of Owitong (Clan heads) of Lango has impeached the Speaker of Lango Cultural Foundation Benson Walter Dila Oyuku and his deputy Rtd SP Jimmy Anthony Oyuku.

Dila and his deputy Oyuku were appointed six years ago by the Won Nyaci (Lango Paramount Chief) Yosam Odur Ebii.

The 2017 Lango Cultural Foundation constitution states that , it is only the Won Nyaci who has powers to appoint the Speaker and Deputy Speaker of the Council of Owitong.

In the emergency council meeting held Monday afternoon at Lango Cultural Center and Chaired by the interim speaker Willy Omodo Omodo, the council of Owitong unanimously passed a vote of no confidence on the OruPu dag anywar clan head Benson Dilla and substantively replaced him with Omodo Omodo.

Omodo and his deputy Dr Oruru were immediately sworn in office by Counsel Simon Peter Odoo.

Out of the 120 clan heads who attended the meeting, 102 voted to dismiss Dila from his job while 8 abstained from voting.

Retired SP Anthony Oyuku, the deputy speaker was also impeached and replaced with Dr. Oruru Bosco the clan head of Okii Awona Dyang also Makerere University Don.

George Ojwang Opota, clan leader of Omolo Acol Odyek Onywal iceng in his motion accused Dila of failing to implement council resolutions citing an example of his deliberate rejection of forwarding the resolutions of the council to the Ministry of Gender regarding election of the new Won Nyaci.

The motion was seconded by Bosco Ogwang Edola and Jurababel Opio Okori and was overwhelmingly supported by the majority of the clan heads who attended the meeting.

The embattled speaker Dila Benson Oyuku, when contacted for a comment says he was attending a funeral and would get back to Voice of Lango at a later time.

But Speaking to Voice of Lango a week ago, Dila says any meeting which is not convened by him or his deputy is illegal and the resolutions made thereafter are non-binding.

Some of the resolutions made at the council meeting include; the council of elders (Itogo Adwong) report tabled before council should be signed by 2/3 of the council members, council of owitong is the top most body in Lango cultural institution.

Speaker Omodo said the ministry of gender had informed them that the decision of majority of clan heads is the one to be followed.

Okello Tom an observer from the Ministry of Gender says he successfully witnessed the council sitting.
